Background

Pusat Tenaga Malaysia was entrusted by the Government of Malaysia as the implementing agency for the project. The project is supported by United Nation Development Programme (UNDP), Global Environment Facility (GEF) and the Government of Malaysia. The project was officially launched by Y. Bhg. Datuk Tan Chai Ho, Deputy Minister of Energy, Communications and Multimedia on behalf of Y. Bhg. Datuk Amar Leo Moggie, Minister of Energy, Communications and Multimedia, on 18 October 2002 at the Nikko Hotel Kuala Lumpur.

In conjunction with the event, a Memorandum of Understanding was signed between Pusat Tenaga Malaysia (PTM) and the Malaysian Palm Oil Berhad (MPOB) for development of the technology and application related to renewable energy resources. This project aims to reduce the growth rate of GHG emissions from fossil fuel fired combustion processes. The project will also make use of the unutilised biomass waste through the planting up of power generating capacity by using the cogeneration technology.


Objectives of BioGen are:

  • Reduce GHG emission
  • Reduce un-used waste residue from palm oil
  • Promote growth of power generation & cogeneration
  • Remove barriers (technology, regulatory, financial)

National Steering Comitee

The Secretary General of MEWC will chair the Committee. The National Project Director (NPD), who is the Chief Executive Officer of PTM (the implementing agency), will be the secretary and convener. The members include the UNDP Resident Representative, relevant Government agencies and cooperating organizations/institutions, which have a direct bearing on the successful implementation of the project.

The committee will be responsible for:

  • Setting policies defining the functions, responsibilities and delegation of powers for the local implementing agency.
  • Appointing the CTA and Program Managers.
  • Coordinating and managing the overall project activities and the budget including award of contracts.
  • Facilitating the coordination of project activities across institutions.
  • Reviewing the project activities and their adherence to the work plan set forth in the project document and approve any modifications/revisions as may be necessary.
  • Reviewing and approving on each year's proposed work plan and budget.
  • Making decisions on the issues brought to its notice by UNDP and other cooperating institutions, and advise regarding efficient and timely execution of the project.
  • Appoint sub-committees to carry out specific tasks.
  • Initiating remedial action to remove impediments in the progress of the project activities that were not envisaged earlier.

Project Review Commitee

The Committee will be at the local implementing agency level and will meet quarterly and will be responsible for:

  • Advising National Steering Committee (NSC) on all functions of procurement of goods and services.
  • Ensuring system of purchase, financial concurrence, etc. for the project, purchase, procurement, award of work, this should be on completion basis and in line with GoM/UNDP guidelines.
  • Reviewing annual work plan and budget of the project as prepared by the CTA for the timely submission to the National Steering Committee
  • Submitting regular progress report to the local implementing agency, MECM and UNDP.
  • Monitoring and coordinating progress of all components according to work plan.
